God as ruler. Freedom of will. Law of order.

5. October 1952. B.D. NR. 5500.

All power is given to me in heaven and on earth, and this power I use, not to judge, but to redeem. Heaven and earth are subordinated to my will, i.e., the spiritual and the earthly world is governed by my will. And yet I also leave the freedom of will to those beings, which have emerged out of me, as long as they do not use their will in complete opposing intention; as long as they do not take action openly against me. Then my will can certainly oppose their will, but always only, to lead them to right will, because it alone means happiness, in the spiritual as well as in the earthly kingdom. I certainly rule everything, but because I also love everything, what has emerged out of me, also the freedom of will has been given to all created things, so that in the actual sense I wanted to create co-rulers, but who were not to rule over equal beings, but just maintain order in love, which I recognized as wise and good and had introduced for that reason. And this law of eternal order applied to all spiritual and earthly creations, because these could only then make happy, when the divine order remained maintained, which represents the love principle. My will, my regency, is therefore equal to the law of eternal order, and for that reason one cannot speak of a judicial office, of a ruler in compulsion, as long as eternal order is not upset. But where the entity, having emerged from me, places itself against my order from eternity, my will emerges, and then I rule in accordance with this will, by me binding the will of him, who abuses it but only to lessen or to prevent the results arising from it, because they have repercussions and hit that being severely, which is to blame for it through wrong directed will. But the will remains bound only so long, until the being is again able to remain in divine order; then its will is tested and as it were the state is again established, where in free will it can subordinate itself to my will, where as it were I transfer the ruling control to him; therefore do not force it to remain in divine order; where I am also not obviously recognizable to him as ruler of heaven and earth, so that it can move in or outside of my order from eternity completely naturally, but this means its decision but the right decision can earn it the control of power over endless creations, but which it uses and practises in the love principle.

I rule over heaven and earth, but always only in love. All power is given to me. I practise it only in the love principle, for also, what I bind and judge, is to find the final freedom and is only bound or judged, because it has lost the own love and for that reason also wisdom in free will and is to again win back the divine qualities through means, which I recognized as successful and for that reason apply in my love, although they do not always appear substantiated in love. I rule in power and magnificence, but always in love and wisdom. Amen.
